Targeting Terrorism Against American Citizens

Operation Northwoods was a proposal for a series of false-flag operations that originated within the United States government in 1962, the documentation of which had been kept secret for nearly 40 years. The US Joint Chiefs of Staff presented an elaborate document in which they unanimously proposed that CIA operatives commit state-sponsored acts of terrorism both within the US against American citizens and externally, that were to be blamed on Cuba in order to create public support for a war to oust Fidel Castro from power. The author of the plan was General Lyman Lemnitzer, who was at the time the nation’s highest ranking military officer.
The plan included killing innocent civilians and US soldiers, shooting down American airplanes, the sinking of US ships, assassinating Cuban émigrés, sinking boats of Cuban refugees, hijacking aircraft, and shooting of Americans on the streets of Washington, D.C. The CIA and the US military actually proposed and fully intended to implement a secret and bloody terrorist war against their own nation to gain public support for a war they desperately wanted to initiate against Cuba.[1][2][3][4]
On March 13, 1962, Lemnitzer presented Operation Noththwoods to Defense Secreary Robert MacNamara. Approved by the Joint Chiefs of Staff, the document outlined a number of ways that the U.S. could incite a war with Cuba. Source
One of the more ingenious proposals, and one which is typical, involved filling a passenger plane with US college students on holiday and sending it off-course over Cuba. The US military would then shoot down the aircraft, blame the Cubans, and use this to justify a war of invasion. "It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner en route from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination would be chosen only to cause the flight plan route to cross Cuba. The passengers could be a group of college students off on a holiday . . . chartering a non-scheduled flight." Another clever proposal was to disguise American military aircraft as Cuban Air Force Russian MIGs, that would be flown by US pilots to attack American surface shipping or US military vessels, operations that would obviously sacrifice hundreds or even thousands of American lives - including their own soldiers - for the sake of creating a false pretext to invade Cuba.

This outrageous plan even included "Operation Dirty Trick", one of the most reprehensible actions ever conceived by the US Government. This was an actual plan to deliberately create a NASA disaster that would sacrifice the life of astronaut John Glenn, an American space hero, to then be blamed on electronic interference by Cuba. "The objective is to provide irrevocable proof that (when the space flight fails) the fault lies with Cuba. This to be accomplished by manufacturing various pieces of evidence which would prove electronic interference on the part of the Cubans."[5] The idea actually originated with US President Eisenhower, who said that if Cuba failed to provide an excuse for attack, perhaps the US "could think of manufacturing something that would be generally acceptable", his suggestions involving bombings, attacks of sabotage and other acts. The US military and CIA were outraged that then US President John F. Kennedy rejected their detailed plans and fired Lemnitzer. Kennedy was assassinated soon after. News reports were that John Glenn would break into tears during public speeches years after this proposal became public, at the duplicitous and treasonous conduct of his own superiors.
You can read the American media reports on this, but they all lie. A typical example is an article in the Washington Post [6] that states the following: "When John Glenn lifted off into space in a Mercury capsule on Feb. 20, 1962, military planners at the Pentagon were thinking of blaming Fidel Castro if the astronaut failed to come down again. The proposal was called Operation Dirty Trick and, according to long-secret documents made public yesterday, the idea was "to provide irrevocable proof that, should the MERCURY manned orbit flight fail, the fault lies with the Communists et al Cuba." This could be accomplished, the planners suggested in a Feb. 2, 1962, memo, "by manufacturing various pieces of evidence which would prove electronic interference on the part of the Cubans"." The article clearly leads readers to the conclusion that Cuba would be blamed only in the event of an unforeseen accident, whereas the actual plan was that the US would destroy the shuttle (killing the astronauts inside), then blame Cuba.
The New York Times is equally dishonest (as always), with a headline that states “Anti-Castro Ideas Proposed to Kennedy”,[7] stating the plans involved only ''Possible Actions to Provoke, Harass or Disrupt Cuba”. Among the NYT’s examples were a plan to show Castro in compromising situations with women, or devising “a poisoned scuba suit as a gift for Mr. Castro”, with no indications whatever of the atrocities actually proposed.
